Passport

   The New Ordinary Passport
   The New Official Passport

   The Ministry of Foreign Affairs of Thailand is pleased to inform the public that as of July 2002, a new version of ordinary passport will be issued to replace the current one.The new ordinary passport has been improved in many ways especially in terms of format, colour and security features using modern, advanced technology. As a result, the new passport now matches the quality of the passport of leading nations of the world.

   While it is of the same size and colour as the current one, the new ordinary passport has been changed in several internal aspects, in particular, the inside front cover on which pictures of the Pagoda and the Temple of the Emerald Buddha in the Grand Palace are reproduced.

   The second page carries the photograph and the personal information of the passport holder, moved from the current position on the inside cover page while the 3-colour image of Thai national flag on the sae page highlights Thai national identity. Additionally, security features have been significantly improved with the latest technology whether they are visible or machine-readable. The new machine-readable passport continues to satisfy the provisions of the International Civil Aviation Organization (ICAO).

   As for passports now in circulation, they will continue to remain valid up to the individual date of expiry. In case of an emergency, an ordinary passport, which is not machine-readable, may still be issued by Thai diplomatic missions and consular representatives overseas.

   The New Official Passport
   As of September 2002, the Ministry of Foreign Affairs of Thailand has been issuing a new version of the official passport to replace the former hand-written version to be used by an official who is authorized to perform government duties abroad. The new version of the official passport is machine-readable with the same features as the current ordinary passport, especially in terms of quality. In other words, the new version of the official passport is equipped with the latest high technology security features and can be verified mechanically.
As for official passports now in circulation, they will continue to remain valid up to their expiry date. In urgent cases, the former version of the official passport, which is not machine-readable can, however, still be issued by Thai diplomatic missions and consular representatives overseas.

2. Marriage Registration Certificate of mother and father.
3. Identity cards of mother and father.
4. Consent of parents or legal guardian (s)

   Minors over 15 years of age can apply for a passport with a letter of consent alone signed by both father and mother or legal guardian (s).

   Minors under 15 years of age must come to the passport office with both father and mother or legal guardian (s). In case one of the parents is unable to come, he/she must sign a letter of consent, which must be brought to the office by the other parent and the minor.

   Other documents (if applicable)

1. Certificate of changing personal name.
2. Marriage registration certificate
3. Divorce registration certificate
4. Adoption registration certificate
5. House registration document.

Notes:
1. Application fees: Baht 1,073 for a 32-page passport , Baht 1,573 for a 64-page passport.
2. Originals of the above-mentioned documents must be presented together with one copy “certified true ” of each document.
3. The passport can be collected after 3 working days.

Lost / Stolen




What should be done if you lose your passport?
1. If a passport is lost in Thailand, the passport holder is required to:
- immediately report the loss of the passport to the police
- bring the report issued by the police and apply for a new passport at any passport office

2. If a passport is lost overseas, the passport holder is required to:
- immediately report the loss of the passport to the local authorities and obtain a report.
- apply for a new passport at the nearest Thai Embassy or Consulate, bringing the report as well as evidence of Thai Nationality or documents regarding civil registration such as Identity Card, House Registration Certificate etc.

3. If the holder of the lost passport needs to return immediately to Thailand and is unable to wait for a new passport, the Thai Embassy or Consulate-General may issue, if necessary, a Certificate of Identity (CI), which can be used only for a single return journey to Thailand and will be invalid as soon as the holder arrives in Thailand.

Suggestion
Before going abroad, it is recommended that a passport holder make a copy of the passport pages containing the photograph and personal information of the passport holder, a copy of a valid Identity Card and the addresses and telephone numbers of the Thai Embassy and Consulate in the transit or destination countries.



Expired / Full



Documents required when applying valid extension of validity of a Thai passport.
1. Identity card.
2. Current passport.
3. One 2-inch photograph.
Minors (under 20 years of age)
1. Birth certificate or identity card.
2. Marriage registration Certificate of the parent.
3. Identity cards of mother and father.
4. One 2-inch photograph.
5. Consent of parents or legal guardian(s)

Minors under 15 years of age must come to the passport office with both father and mother or legal guardian (s). In case one of the parents is unable to come, he/she must sign a letter of consent, which must be brought to the office by the other parent and the minor.

Minors over 15 years of age can apply for a passport with a letter of consent alone signed by both father and mother or legal guardian (s).

1. Application fees: Baht 1,005.
2. The passport can be collected on the day of application if applied for in the morning.

 

Getiing Married


To apply for a Thai certificate of marriage, the following documents are needed:
- 1 Photocopy of a Thai passport
- 1 Photocopy of a Thai identity card
- The certificate of divorce is required for the person who had married before.

A Thai certificate of marriage can be completed by the Embassy within five working days.



Marriege in Iran


The following documents are required for a Thai to marry a Iranian national in Iran:

1. A birth certificate.
2. A certificate of house registration.
3. A certificate of nationality, which can be obtained from the Royal Thai Embassy in Iran, No 4 ,Esteghlal Alley ,Baharestan St,. Tel: 7531433.
4. A certificate certifying that he/she is not married (this document can be obtained at the District Office where he/she is residing).
5. In case the Thai national was previously married, he/she has to provide a proof that he/she is no longer married, e.g. the previous spouse's death certificate or a divorce certificate.
6. A certificate of customs ("certificat de coutume"), which can be obtained from the Royal Thai Embassy in Iran.
7. A certificate of good character, which can be obtained from the Police Department of Thailand.

Marriage in Thailand


The following documents are required for an Iranian to marry a Thai national in Thailand :

1. A birth certificate.
2. Certificates of residence, of nationality and of civil status.
3. A certificate certifying that he/she is not married ("certificat de celibataire").
4. In case the Iranian national was previously married, a proof that he/she is no longer married.
5. A certificate of good character ("certificat de bonne vie et moeurs").
6. An attestation from the employer, a bank statement OR a declaration about monthly income.
7. The names and addresses of TWO witnesses in Iranian and photocopies of their identity cards.
8. If the Iranian national is under 18 years old, he/she must provide a letter of consent by his/her parents/guardians.

Death Registration



The following documents are required
- Local death registration certificate translated to english and legalized by the Ministry of Foreign Affairs of Iran.
- ID card or passport of the deceased

Document Legalization


- Applicant must fill the legalization form attached with a copy of ID card and passport.
- A fee of Rls.120,000 or each legalization.
- The document must be first legalized by the Ministry of Foreign Affairs of Iran.
- One photocopy of the document must be submitted together with the original to be legalized.

Voting



Information on Overseas Voting
1. Qualifications
The Constitution of the Kingdom of Thailand B.E. 2540 (1997), Section 105, states that a Thai voter who has residence outside the Kingdom of Thailand shall have the right to cast ballot in an election, provided he/she has the following qualifications:

- Being of Thai nationality; provided that a person has acquired Thai nationality by naturalization must hold the Thai nationality for not less than 5 years;
- Being not less than 18 years of age on 1 January of the year of the election;
- Having a residence in foreign country;
- Being registered as an overseas voter.

Please note that a person with the qualifications in 1, 2 and 3 does not become an eligible overseas voter automatically. To be eligible to vote overseas, he/she still has to register as an overseas voter at the Thai embassy or consulate in the country where he/she resides, or at the office of the election committee of his/her province in Thailand.

2. How to register
Registration as an overseas voter can be made by either way of the following:

(1) Registration in Thailand.
- Notify his/her wish to vote overseas to the election committee of the province in which his/her name appears on the house register. The voter has to specify the foreign country in which he/she wishes to vote.
After receiving the application, the election committee of the province will examine the application and relevant evidences and, if the applicant is eligible, his/her name will be added to the list of eligible overseas voters in that country.
(2) Overseas Registration
- Contact the Thai embassy or consulate in the country where he/she resides (or the Thai embassy/consulate in charge of that country) to get the registration form. The form can also be downloaded from this website.
- Complete and submit the form in person or by mail (with a letter of consent) together with the following document to the Thai embassy/ consulate:
1. a copy of his/her Thai passport or a copy of his/her Thai house register or a copy of his/her Thai Identification card. And
2. a photograph

After receiving an application, the Thai embassy/consulate will examine the application and relevant evidences and, if the applicant is eligible, his/her name will be added to the list of eligible overseas voters.

The registrations can be made at any time. However, voters should keep in mind that the applications must be made before the announcement of the election day to enable voters to vote in that election.

3. Check if you are overseas voters
If you already applied for registration as an overseas voter at the office of the election committee in your province in Thailand, or at the Thai Embassy or Thai Consulate, you can, some time after your registration, check whether your name is on the list of eligible overseas voters by using the following link: http://www.dola.go.th/area/inqpopout.htm

The registration process is, however, being revised. Once completed, the registration will be more convenient and you can be confirmed, at the time of registration, if you are an eligible overseas voter.

4. Changing the polling places
(1) In case overseas voters are taking up residency in other foreign countries
Notify the Thai embassies/consulates, where voters made registration, to have their names removed from the list of overseas voters in those countries and added in the list of overseas voters in the other countries.

(2) In case overseas voters are returning to Thailand
Notify the Thai embassies/consulates where voters made registration to have their names removed from the list of overseas voters.
If voters already returned to Thailand without notifying Thai embassies or consulates, they can notify the election committee of their provinces.

5. Overseas voting
- Overseas voters can vote in person at the embassies, consulates or designated central polling stations in the countries where they reside. In some countries overseas voters can also vote by post.
- Overseas voting must be held and finished at least 6 days prior to the actual election day in Thailand. Each embassy/consulate can decide at its discretion the time to hold the overseas election in that country.
- There is no overseas voting for by-elections.
- Since overseas voting arrangements in each country can vary, voters should contact Thai embassies/consulates in the countries where they reside to get information on voting.

6. Obligation to exercise the right to vote
Under the Constitution, every person has a duty to exercise his/her right to vote at an election. The person who does not vote without notifying the appropriate cause to the authorized officials will lose the rights as provided by law from the date of an election that he/she fails to attend until the next election day when he/she votes.
